INTRODUCTION

Une grande première est lancée aux Comores. Il s’agit de l’organisation des assises
nationales pour effectuer un diagnostic des maux qui rongent le pays depuis
42 ans d’indépendance et cela, sans qu’il y ait eu un conflit ouvert ou une guerre
civile. Le diagnostic se doit de dévoiler les erreurs politico économiques qui ont
freiné le développement de notre pays et définir les solutions qui feront des Comores un pays émergent.

Depuis 42 ans d’indépendance, la mauvaise gestion à tous les niveaux et le manque
de patriotisme ont affaibli les institutions et fait sombrer le pays dans un marasme
économique et social, le tout dans un climat de suspicion généralisé qui continue
à fragiliser l’unité de la nation comorienne. Afin de préserver les acquis des
travaux des assises nationales et de rétablir la confiance des Comoriens dans les
institutions nationales de gouvernance, le Collège des Sages propose la création
de 2 commissions qui sont : Commission Vérité et Réconciliation et Commission
de suivi pour la mise en application des recommandations des assises nationales.

1 – Commission Vérité et Réconciliation

Partout dans le monde, surtout dans les pays de l’Amérique latine, de l’Europe de
l’Est et de l’Afrique, les Commissions Vérité et Réconciliation sont créées suite à
des conflits internes, des guerres civiles et pour le cas de l’Afrique du Sud, suite
au régime de l’apartheid.

L’Organisation des Nations Unies a défini le rôle d’une Commission Vérité et Réconciliation,
comme étant : « un outil indispensable dans la recherche de la vérité
et de la réconciliation » et dans « le rétablissement de la confiance publique dans
les institutions nationales de gouvernance ». Au lendemain des assises nationales,
le pays doit se munir de cet outil pour garantir la pérennité des solutions identifiées
et identifiables en oeuvrant pour établir la vérité et promouvoir une réconciliation
constructive. La Commission Vérité Réconciliation doit être crée par une
loi qui lui donnera le poids requis pour mener à bien sa mission.
Mandat de la Commission Vérité Réconciliation

1 – Travailler en toute indépendance en vue d’établir la vérité sur les raisons qui
ont freiné l’état d’avancement socio-économique du pays depuis 42 ans ;
2 – Recueillir des suggestions et recommandations pour améliorer et adapter nos
institutions aux réalités nationales et pour renforcer les modalités de gestion de la
chose publique afin d’engager le pays sur la voie de la bonne gouvernance.
3 – Œuvrer pour la cohésion sociale en ouvrant des réseaux de communications
pour établir le dialogue et rétablir la confiance collective.

La commission est chargée de convoquer les responsables politiques, les membres
des gouvernements successifs, les dirigeants des sociétés d’état et tous ceux qui
ont contribué à la gestion du pays depuis l’indépendance pour enquêter sur les détournements
de fonds et discuter sur les moyens à mettre en place pour éradiquer
ce fléau. La Commission Vérité Réconciliation doit se doter de tous les outils
nécessaires tel l’apport d’une expertise nationale et internationale. etc.
Composition de la Commission

La commission sera composée d’un groupe de personnes avec une haute distinction
morale et professionnelle qui auront fait leur preuve d’intégrité et d’amour
pour le pays. Ce groupe doit inspirer respect et confiance. Il sera constitué comme
suit :
