Aujourd’hui, nous célébrons la journée internationale de la jeunesse. Selon les critères des N.U., les jeunes correspondent à la tranche d’âge de 15 à 24 ans. Or, plus de la moitié de notre population est âgée de moins de 25 ans. Dans notre société fortement communautariste, le rôle des associations de jeunes dans la formation de la mentalité collective est déterminant. Toutefois, cette formation socioculturelle, conçue depuis la nuit des temps, comporte des aspects positifs qu’il faut préserver et promouvoir et des aspects négatifs qu’il faut supprimer.

Dans nos villes et villages, tout individu, quel que soit le sexe, est inséré dès son jeune âge, dans de nombreuses associations, toutes soumises quotidiennement par les aînés, à une la loi coutumière draconienne. L’activité principale de ces jeunes est le travail. Ce n’est pas le travail tel qu’un auteur l’a défini comme étant une : « prestation rémunérée dans une société marchande et de droit^[1]». C’est un travail non marchand qui vise à satisfaire trois exigences : donner, recevoir et rendre. En langue comorienne (upatsa, upatsiwa, ulipvwa). C’est la devise de la ville et du village comorien. Il s’agit de donner, de recevoir et de rendre, non seulement des biens et des richesses, mais aussi, et le plus souvent, des politesses, des festins, des rites, des danses, des fêtes, etc.

Les connaissances techniques et culturelles nécessaires à la réalisation du travail non marchand sont transmises tout au long de la vie dans les familles, les classes d’âge, les places publiques. Les moyens financiers que les familles et les autorités coutumières soutenues par la diaspora consacrent à cette formation pratique sont immenses. Cette formation au repli communautaire à dimension villageoise ou de quartier sévit jusqu’à dans une partie essentielle de notre population, notre diaspora, partout dans ses pays d’accueil.

Or, pour sortir de la zone des « Pays les moins avancés » et entrer dans la zone « des pays émergents », il faudra dépasser cette organisation des communautés familiales et sociales qui répond à une conception dont chaque habitant des quatre îles comoriennes est porteur depuis des siècles. Cette conception est forgée au contact d’une réalité qui n’existe plus ; celle d’une société autarcique, isolée au milieu du Canal de Mozambique et qui n’est reliée au monde que par des boutres grâce aux mécanismes des moussons.

Il faut créer de nouvelles institutions de formation disposant des moyens conséquents pour insérer notre jeunesse d’une manière collective dans un projet commun. Il faut restructurer la société pour créer une vision et un destin commun. Il faut promouvoir les associations de type « Réseau national des Jeunes Leaders pour la paix », Ngoshao, Jeune chambre internationale et bien d’autres que seules des coopérations étrangères s’efforce de soutenir, pour fortifier les liens culturels historiques en leur donnant une consistance socio pratique nouvelle et inventer les Comores de demain.
